The unsolved murders of Ciudad Juarez, Mexico are the subject of this painting. 
Hundreds of young women have been found buried in shallow graves after being brutally murdered.
The families of these young women have protested the local police who have not found the killers yet.  The victim's mothers have placed black crosses on light posts as a way to make the local people and authority aware of their dead daughters. 
These murders remain unsolved to this day.
About the painting:

The young women appear under the earth to symbolize their bodies being buried.  The black crosses represent the plight of their mothers who are still searching for vengeance.  The poem written on the painting can be read here.
